2.1 Types and roles of DMOs
DMOs are classified into three types: wide-area collaborative DMOs, regional collaborative DMOs, and regional DMOs. The differences between them are as follows:
・Wide-area collaborative DMO: Areas across multiple prefectures participate
・Regional Collaboration DMO: Multiple municipalities working together at the prefectural level
・Regional DMO: Apply and operate as a single city, town or village
There are four main roles that DMOs play in the marketing and management of tourist regions:
・Consensus building among stakeholders

・Promotion of efforts to improve transportation access and the welcoming environment
・Coordination, collaboration and promotion of tourism-related businesses
In addition to being responsible for managing the entire tourist region, DMOs also need to work in cooperation with local governments and other relevant parties to disseminate information to inbound tourists in emergencies.
2.2 Role of the Tourism Association
Tourism associations promote tourism promotion efforts from the perspective of business operators. Tourism associations are established for each local government or district. Therefore, they do not promote efforts that are disadvantageous to business operators.
On the other hand, DMOs are characterized by their customer-oriented approach to tourism promotion activities. This is based on the idea that tourism promotion efforts depend on getting customers who are considering sightseeing or traveling interested in the destination.
In other words, the difference is that the former's principle of action is from the perspective of the business operator, while the latter's is from the perspective of the customer.
